Can a person having Political Science Degree is eligible for SS History/Pak. St. ???

as per thread of Nawab (Moderator) on 25 August 2011, Political Science Master degree holder can apply for Pakistan Studies

Is it a strange to allow Political Science for Lecturer and not for SS ??? double standard?????
