As I understand, in correspondence with my region i.e Sargodha, there were 27 seats- 22 (open merit)+4+1..
According to PPSC rules, in open merit, 22*5=110 candidates to be interviewed. But there are 116 qualifiers for open merit, as result mentioned. So 6 candidates are"tie candidates".
So tie candidates appear to be all those who have equal marks and are at the end of merit.. E.g, if in my region merit was 85.. Then more probably there would be more than one candidates who are at 85.. or those who have equal marks.
I am unable to predict the fate of these "tie candidates".. As to whether there will be competition among these "tie candidates" to be able to make their way into interview phase i.e there will be another "shortlisting before interview", or they are safe, as in previous cases "tie candidates" used to be.

Note: This is my personal point of view. Open to correction and criticism.
Best of luck guys..
May ALMIGHTY BE WITH US ALL.. Ameeeeeeeeeen
