when you will enter in any category of forum like "General Discussion, Past Papers, PMS etc", you will see a button named "New Topic" under that head (this is disabled for some of categories and i think only Moderators and Administrator may have access there). Just click there and you can post there new topic.Kindly choose related category for your topic. (Category Selection can be seemed at the bottom of any post)Thanks
