PMS-2011-Group/Occupation/Department Preference

The recently concluded Combined Competitive Exam(most often referred as PMS Exam ) was held to fill vacant posts in three departments/services ie PMS,ETO and AD LFA. I have initiated this thread to take input from the respectable members regarding different aspects (perks and privileges, Monetary Benefits, Career Progression, working conditions etc) of these posts. This will help the aspirants make better preferences. In addition to this, a fair deal of knowledge about these posts may prove helpful during interview.That said , first of all i share what i know about these posts with request to other members to shed light on this topic.1-PMS(Punjab Management Service) Most of the aspirants place PMS at top. Created in 2004 , PMS has improved service structure of provincial bureaucracy. PMS officer enjoys enormous mobility-mostly horizontal because promotion is slow. But in Grade -17 newly inducted PMS Officers are assigned lucrative positions such as Assistant Commissioners, DMOs, TMOs, Special Judicial Magistrates etc. However all the officers have to serve a specified initial period in Secretariat as SO.2-ETO(Excise and Taxation Officer)ETO/DDO Excise and Taxation is posted in District Headquarter and reports to DO Excise and Taxation. Majors functions include1-Collection of Provincial Taxes as assigned by the Government.2-Collection of Capital Value Tax and Advance Income Tax on behalf of Federal Government at the time of registration of a vehicle and collection of Motor Vehicle Tax respectively.3-Issuance of Registration Marks and Certificates to Motor vehicles.4-Collection of Token Tax from the owners of Tied-Up Vehicles through Bank. Collection of Token Tax from the owners of Non Tied-Up Vehicles through Post Offices. 5-Issuance of Duplicate Registration Certificates of the vehicles, Change of Ownership, Change of Engine Number and issuance of NOC etc. for the owners of the vehicles. 6-Collection of Property Tax according to the assessment of Property Unit. 7-Issuance of Assessment Copy of Property Unit on PT-1 Form. 8-Issuance of Clearance Certificate in respect of Property Unit. 9-Updating of records in respect of property units in respect of Change of Ownership, Self Occupied Property Unit, and Rented Property Unit etc. 10-Enforcement of Hadd Ordinance, 1979 for prohibition of liquors, intoxicants and narcotics. 11-Regulation of import, export, possession and consumption of various dangerous drugs and narcotic substances. 12-Issuance of different Permits/Licenses for possession and sale of liquors and spirits 3- AD Local Fund AuditLucal fund audit function under the adminstration of Finance Deprtment Punjab. It is headed by Director General LFA who is usually a Grade 20 Officer. The main function of Local Fund Audit Department is to carry out audit of the accounts of Local Councils and other institutions in Punjab. In addition to audit, this department performs the following functions:a. Verification of pension cases of member of the Punjab Councils(Union,Tesil and District) Unified Grade Service and employees of all the auditees where pensionery benefits have been extended by Government and issue of pension admissibility certificates thereof.b. Verification and fixation of pay of all members of Punjab Councils Unified Grade Service of Local Councils and other miscellaneous institutions in Punjab.c. Certification of title of leave in respect of member of Punjab Councils Unified Grade Service.d. Guidelines and issuance of advices to local councils etc in financial matters and proper maintenance of accounts.
