confusion about attempt

one more question is any body can take only one chance by age relaxation.....or all the attempt.
mean general relaxtion is 28yrs.
and with age relaxation max. age 35yrs. with rule that a govt.servant with 4 yrs service....
If a govt employee want to give pms after 28 yrs (which is general relaxation) he will be allowed for 3 attempts or only one attempt...???
A friend of mine ask me in claiming age elacation you can avail only one chance of pms....kindly guide...
